Whether your combined disability rating is from one state or multiple states, VA offers special housing adjustment benefits if your rating as a disabled veteran reaches 100 percent.

Currently, the Department of Veterans Affairs offers four disability housing allowances for former service members with a 100 percent disability rating. Under this housing grant, disabled veterans with a 100 percent disability rating can receive up to $63,780 to build or modify a home that allows for maximum independent living. You can get up to $12,756 to pay for renovations to your current home or to buy a new home. Eligible veterans can apply for both a SHAGrant and a SAHGrant. If you feel you meet the criteria for both residences, the next step is to complete Form 26-4555 and send it to the nearest regional office of the Department of Veterans Affairs.

The purpose of the HISA grant is to enable disabled former service members to achieve the highest possible degree of independent living by receiving medical treatments recommended by their health care providers. Unfortunately, the physical layout of some houses makes this impossible to achieve. If you meet the eligibility requirements set forth by the federal government, you can apply for both this grant and the SHA GrantorSAH grant.

The HISA grant differs from the other two because it does not require military service members to acquire a disabling injury or illness while on active duty. You can apply for a HISA grant regardless of whether your disability was service-connected or not, as long as you are a veteran of the US military.

Under the HISA grant, disabled veterans can receive up to $6,800 for a service-connected or non-service-connected disability. If your disability is not service-connected, the Department of Veterans Affairs must assign a disability rating of at least 50 percent. You must use the funds from this settlement to improve your current home to ensure that you can receive the treatments recommended by your doctor. Other former service members who enroll in a health care program can receive up to $2,000.

Sometimes it's easier for disabled veterans to get the health care they need at a family member's home. TRA grants provide financial assistance to disabled members who maintain eligibility under section 2101(b) of thSHA grant section 2101(a) of SAH grant.

In addition, disabled veterans who meet eligibility requirements can also receive housing to pay for improvements to a family member's home. In this situation, the VA allows you to use up to $14,000 of the $50,000 SHA grant up to $2,000 of the $10,000 SHA grant. However, this only applies to disabled veterans who are no longer in the service, as the Department of Veterans Affairs cannot offer these grants to current military service members.

VA will work with your school to determine any underpayments or overpayments and issue payments. All students will receive a letter informing them whether they have been overpaid, underpaid or not.

The Wiley family is not alone. Due to a software problem, the Department of Veterans Affairs is struggling to pay student veterans housing allowance and other benefits provided to them through the GI Bill.

The federal agency paid some veterans too much, too little or nothing at all. In some cases, payments are delayed by up to two months, forcing potentially thousands of former service members to struggle financially.

The Wileys depended on those checks and included them in their monthly budget. Without them, they instead have multiple maxed-out credit cards and no expectation of when they might be paid off.

NBC News spoke with 10 veterans who had to borrow money from family, take out loans or open new credit cards — and watch their bank accounts steadily go to zero — because their payments were late.

"People are homeless and hungry because they can't count on getting their benefits," said Jane Wiley, who retired from the Marine Corps in June 2016 and is now an Air Force reservist. "If that means [VA] staff stay up all night, do it because it's better than putting families in crisis."

Wiley said she is frustrated because she sent in paperwork nearly two months ago to confirm she would receive her benefits, but does not know when or if she will receive a check. The VA gave her — and other veterans NBC News spoke with — some answers.

"You can count on us to serve," said Wiley, 31, who attends Texas A&M San Antonio, "but we can't count on the VA to make an appointment."

The VA said the problem currently stems from an IT problem caused by changes in the law when President Donald Trump signed the Forever GI Bill into law last year. The new standards for calculating accommodations were supposed to be in place Aug. 1, but during testing, they caused "major critical errors" that "resulted in incorrect payments," said VA spokesman Terrence Hayes.

As a result, the VA decided to delay deployment of the system. It currently pays students at 2017 rates — ignoring the 1 percent increase for 2018 — and plans to pay students the difference they are owed at some point in the future.

The agency does not yet know how many veterans are affected, but expects that 360,000 veterans will have to pay the rate in 2017. "It will not be possible to identify the number of veterans affected by late payments alone" until they can process all of the veterans' enrollment documents, he said. Hayes.

"The Education Service has placed regional processing offices on mandatory overtime status and has 202 temporary employees available to assist with pending inventory," he said in a statement. "We process more than 16,000 applications a day with these measures in place."

Hayes did not respond when asked how much the additional 202 temporary employees would cost the VA.

The VA's Office of Information Technology and Veterans Benefits Administration believes the problem could be resolved by the end of the year, but many veterans said nothing has been communicated to them, leaving them without direction.

The lack of communication only made the problem worse, said veteran Jarid Watson, 37. He blames what he called "toxic leadership" at the VA for the ongoing problems. Watson said he fell behind on his mortgage payments because of the delay, adding that at least the VA could have clarified the problem.

"At the very least, it would show that there was some kind of strategy, some kind of plan, some kind of organization," said Watson, who was medically discharged from the Air Force as a technical sergeant in 2016 after 12 years of service. . "It's just another example of the VA not having its s--- together in this capacity, and that's coming from the top."
